International conference in Wroclaw (2015)
On 06-08 May 2015 in Wroclaw there was held second international conference organised by the International Police Co-operation Bureau of the National Police Haedquarters under the project “New challenges for SIS users related to SIS II implementation” co-financed from Norway Grants (2009-2014).
It is the fifth conference related to functioning of SIS II which was held thanks to the Norway Grants.
The conference was opened by nadkom. Łukasz Wiliński, Deputy Director of the International Police Co-operation Bureau of the National Police Haedquarters, Head of SIRENE Poland.
In conference 60 persons took part, amongst others:
- 28 foreign guests – representatives of
Foreign SIRENE Bureaux,
European Commission,
- 32 national guests – representatives of
General Prosecution,
Regional Prosecutions,
Internal Security Agency,
Border Guard,
National Police Headquarters and local Police units.
The main topics of the conference are:
- Issuing SIS alerts pursuant to art 26 of Decision 533/2007,
- European Arrest Warrant (EAW),
- extradition.
Conference In Poznan which was held last year (03-05 September 2014) was also dedicated to art. 26, however it was concentrated on technical issues related to adjustment of SIS1 alerts to requirements of SIS II at national level. Currently the topic is discussed in more details at international level. New functionalities in respect of art 26 are discussed– adding EAW, photos, fingerprints, linking.
Furthermore, searches of persons pursuant to art 26 of Decision 533/2007 by member states which are not EU members are presented – on the example of Switzerland.
Also experiences of SIRENE Hungary in the field of deportation from Canada are discussed.
As our guests deal with international legal assistance on daily basis, agenda also covers topics related to European Judicial Network and Eurojust – how they facilitate international cooperation in criminal matters on the example of Poland.
Our Colleagues from SIRENE United Kingdom (UK joined SIS II on 13 April 2015) and SIRENE Croatia (new EU member state) share with us their experiences.
Next conference under aforementioned project will be held In Kielce on 01-03 March 2015. It will be national conference. The following topics will be covered: new functionalities of SIS II, usage of SIS II by Police, internal Police procedures, problems and doubts related to exchange of information.
