International Police Co-operation Bureau in January 2014 submitted proposal for the project ,,New challenges for SIS users related to SIS II implementation” under one of the operational programmes of the Norway Grants (2009 – 2014). The project scored 94 points (out of 100 points) and placed in first ranking place.


The project is centralised – it is targeted to national and foreign users:

  • national users – representatives of, among others:

public prosecutor’s offices
Office for Forreigners
Internal Security Agency
Border Guard
Central Anticorruption Bureau

  • foreign users – representatives of, among others:

European Commission
General Secretariat of the Council
experts from Member States

The project will be run in the period: 1st July 2014 – 30th April 2016


Total value of the project is: 5 475 450 PLN, including:

  • co-financing from Norway Grants: 4 654 132 PLN,
  • co-financing: 821 318 PLN


Project activities:

  • organization of repetitive language trainings (English, French, German, Spanish, Russian) – for app. 2090 persons, including Police officers and civil servants of:

Police units
Polish SIRENE Bureau
Polish N-SIS

  • organization of repetitive professional trainings and workshops (legal assistance in criminal issues, practical aspects of work with SIS II, personal data protection, fingerprint and biological examination) – for app. 2 000 persons, including Police officers and civil servants of:

Police units
Polish SIRENE Bureau


Project goals:      

  • exchange of knowledge and experience related to SIS II at European and national level
  • development of language and professional skills related to SIS II of Police officers and civil servants
  • increase of Polish citizens awareness of their rights related to functioning of SIS II

Norway Grants:

Through the Norway Grants and EEA Grants, Norway contributes to reducing social and economic disparities and to strengthening bilateral relations with the beneficiary countries in Europe. Norway cooperates closely with the EU through the Agreement on the European Economic Area (EEA). For the period 2009-14, Norway’s contribution is €1.7 billion. Grants are available for NGOs, research and academic institutions, and the public and private sectors in the 12 newest EU member states, Greece, Portugal and Spain. There is broad cooperation with Norwegian entities, and activities may be implemented until 2016.
