National conference in Wroclaw (2014)
On 08-10.10.2014 in Wroclaw there was held the second out of five national conferences organized by the International Co-operation Bureau of National Police Headquarters under project „New challenges for SIS users related to SIS II implementation” co-financed from Norway Grants (2009-2014).
Insp. Rafal Lysakowski, Director of the International Co-operation Bureau of National Police Headquarters chaired the conference. On 08.10.2014, along with nadinsp. Wojciech Oldynski, Police Commander in Chief, he opened the conference officially.
The central themes of the conference were:
- Searches for missing persons,
- Cooperation of Teams of Criminal Departments of Regional Headquarters (and the Metropolitan Headquarter) of the Police under ENFAST.
It was the first conference which covered so entirely the issue related to missing persons and which allowed to acknowledge the whole process of searches conducted via different channels (SIS, supplementary information exchanged between SIRENE Bureaux, Teams of Criminal Departments of Regional Headquarters (and the Metropolitan Headquarter) of the Police under ENFAST, usage of DNA database). It presented the rules of cooperation between the Police and the Border Guard, involvement of non-police entities – foundation ITAKA in explanation of such matters, including help offered to the relatives of missing persons.
It was possible thanks to the discussion on:
- Process of searches conducted by the Police and the Border Guard,
- Legal aspects (The Hague Convention on the Civil Aspects of International Child Abduction),
- Parental Abduction.
The aforementioned topics were presented by the representatives of Ministry of Justice and foundation ITAKA.
Apart from the aforementioned topics, the following issues were covered:
- Legal and practical aspects of searches, procedures used in the situation when life / health is in danger,
- Role and tasks of SIRENE Bureau in the process of searches of missing persons who should be placed under protection,
- Migration of alerts in respect of missing persons from KSIP to SIS,
- Identification of missing persons – the role of DNA database,
- Cooperation of Teams of Criminal Departments of Regional Headquarters (and the Metropolitan Headquarter) of the Police under ENFAST
- Linking as new functionality of SIS II – possibilities to use it by law enforcement authorities.
The representatives of the following institutions took part in the conference:
- Ministry of Justice,
- Foundation ITAKA,
- Border Guard,
- Central Criminal Laboratory of the Police,
- International Co-operation Bureau of National Police Headquarters,
- Criminal Service Bureau of National Police Heaquarters,
- Local Police units.
In the conference took part 50 persons in total.
The next conference organized under project „New challenges for SIS users related to SIS II implementation” will be the international conference. It’s main theme will be new categories of objects entered to SIS, in particular the issue related to searches of stolen vehicles, including usage of GPS/SIM, Automated Number Plate Recognition System (ANPR).
